"But things seem to be getting worse, not better." Pitts introduced the bill last spring, and since then, it has been in committees awaiting a chance to be voted on by the full House. Drug use is widely seen as the biggest problem facing horse racing today. A recent investigation by People for the Ethical Treatment of Animals sparked an investigation into successful trainer Steve Asmussen for allegedly mistreating horses. A 2012 investigation by The New York Times found that 3,800 horses had tested positive for drugs, the large majority of which were for illegal levels of prescription drugs. Some critics of the current rules point out that the 38 states that operate horse tracks work under 38 distinct sets of rules. The National Thoroughbred Racing Association has adopted a set of uniform rules and is pushing state legislatures, racing commissions and other regulatory bodies to pass them in the individual states. So far, 19 states have passed or are considering a rule that would remove all controlled substances except for Lasix -- a diuretic known to improve horses performance -- from racing, and standardize testing for the other drugs. Eight states have passed another rule that standardizes a penalty structure for trainers who violate drug rules. Horse racing is highly regulated by the states because it involves gambling. NTRA president Alex Waldrop says he hasnt spent much time analyzing the proposed national legislation, but the reality is that its very hard to pull rulemaking away from the states. "Its a very difficult balance were trying to strike here," Waldrop said. "Its about respecting every states interest and unique concerns. But were constantly pushing for greater uniformity through education and scientific research." Both players would be an immense help to the Blue Jays, but the odds of either ending up in Toronto are slim and none. It all goes back to that old cliché about not trading within your division. This is Tampa Bays 17th year of existence. Over that span, the Devil Rays/Rays have only made four trades within the American League East, and it might even be a stretch to say even one of those was significant. In fact, they have made only one deal apiece with the Yankees and Red Sox. The Yankees deal goes back over eight years to May 24, 2006. The Yanks bought Nick Green from the Rays. Thats it. The Boston trade goes back even further to July 21,1999. The Rays dealt Dominican-born reliever Julio Santana to the Reds Sox for a player to be named later (Will Silverthorn) and cash. Santana spent seven years in the Majors - including a brief stint with Montreal - but never did pitch for the Red Sox after that deal. The Rays have made three trades with Baltimore but none since August 7, 2009. Arguably the biggest deal between the Rays and Os happened March 29, 1999, when Tampa Bay dealt right hander Jason Johnson to the Orioles for Danny Clyburn and a minor leaguer by the name of Bolivar Volquez. Again, hardly a blockbuster. On August 7, 2007 the Rays picked up catcher Gregg Zahn from the 0s for a player to be named later, named Rhyne Hughes. Zahn was 38 at the time and about a year from calling it a career. All of which brings us to the Blue Jays. They havent made a trade with the Rays in nearly 10 years. On December 12, 2004, they sent catcher Kevin Cash to Tampa Bay for right hander Chad Gaudin. The deal with the Rays that was supposed to have the biggest impact for the Jays happened on July 31, 2000. The Blue Jays looking to add some pitching depth for the stretch run dealt second base prospect Brent Abernathy to the Rays for right hander Steve Trachsel and veteran reliever Mark Guthrie. The deal failed to push Jim Fregosis Jays over the top. Overall, if you look at all eight of the deals the Rays have made without their division, only one - the Trachsel-Guthrie for Abernathy trade - actually came on the July 31 deadline. Most of the trades were inconsequential and none involved a star player. The Rays, as mentioned, havent even made a deal in the East since August 7, 2009, so dont hold your breath waiting for the Jays or any other team in the East to get Price or Zobrist. If either or both are dealt, theyre likely wind up in the National League. I was so impressed with his smile, his laugh, his personality and his limitless skill with the bat. I was lucky enough to watch that game from a bunker just below field level in right field. We were able to look thought a glass partition and see Tony Gwynn playing right field right in front of us. It was like we were playing right alongside him on every ball hit to right. It was an unforgettable experience. I saw him again in the 1998 World Series, where he might have been the best player on the diamond even though the Yankees swept the Padres four straight. In 1999, I was at the final All-Star game of the last century at Fenway Park in Boston. The most incredible moment was watching all the All-Stars gather at the mound before the game when Red Sox legend Ted Williams threw out the ceremonial first pitch from his wheelchair. Tony Gwynn was right at his side. That will always be one of my greatest sporting memories. The Angels put 42-year-old Raul Ibanez on waivers for the purpose of giving him his unconditional release. The ARP is an association of ringside doctors involved in boxing and MMA -- the so-called combat sports. The organizations consensus statement calls for the elimination of therapeutic use exemptions for testosterone, a thorny issue in MMA circles for years. "Steroid use of any type, including unmerited testosterone, significantly increases the safety and health risk to combat sports athletes and their opponents," the ARPs statement said. "TRT in a combat sports athlete may also create an unfair advantage contradictory to the integrity of sport." Several UFC fighters in recent years have been given exemptions by athletic commissions to use synthetic testosterone before their bouts, including veteran stars Chael Sonnen, Dan Henderson, Vitor Belfort and Frank Mir. The exemptions were granted ostensibly for medical reasons, including a supposed deficiency in naturally occurring testosterone caused by hypogonadism -- a diminished function of the gonads. Well before the ARP added its influential voice to the chorus against TRT, many medical professionals have questioned the legitimacy of such exemptions, particularly for professional cage fighters. "The incidence of hypogonadism requiring the use of testosterone replacement therapy in professional athletes is extraordinarily rare," the ARPs statement said. "Accordingly, the use of an anabolic steroid such as testosterone in a professional boxer or mixed martial artist is rarely justified." White knows the UFCs next showdown with TRT use is imminent, and he hopes the Nevada State Athletic Commission wont grant an exemption to Belfort, who is scheduled to fight Chris Weidman for the middleweight tittle in Las Vegas later this year. Surely, this one is sweeter. "I was just thinking about it, actually," said McGowan. "It was actually against Baltimore the last time I got hurt. It brought back a couple of memories for me." Thats McGowan, typically understated. You can forgive him, too, if hes grown weary of talking about his trials over the years. The significance of the win, though, isnt lost on his manager. "Its a kind of a sentimental night, you know, one of those deals," said Gibbons. "Hes come a long way. He answered the bell. He had a rough one, his first one and he bounced back tonight against a good hitting ball club. Thats very rewarding, for not only him but for everybody that knows him." It was somewhat of an atypical night for McGowan. It started out normally when he blew a fastball by Nick Markakis and then dropped a nasty slider on Delmon Young to record two early strikeouts. Strangely, those would be his only two punch outs on the evening. He two-hit the Orioles through 4 2/3 innings but hit a snag before the final out in the fifth. Markakis singled; so did Young. Then, Chris Davis, still without a home run this season but who earlier had lifted two fly balls to deep centerfield that the wind kept in the park, singled. The bases were loaded for Adam Jones. McGowan pumped a first-pitch fastball, at 95 miles per hour his hardest of the night, right down the middle for strike one. "I knew I had to get out of that jam," said McGowan. "Sometimes you have to save something in the tank for stuff like that. Tonight I just focused on pitching and reared back when I needed to." Two pitches later, Jones flew out to centerfield to end the threat. Baltimore wouldnt come close to scoring for the remainder of the night. McGowans next hurdle is to wake up Saturday morning with a shoulder that feels healthy. The hurdle after that is to repeat the same scenario on Sunday morning. Hes got another start next week, either toward the end of the Twins series or next Fridays game in Cleveland. Its been a long time since McGowan was in a routine. Hes still getting used to it. "Im still trying to find that perfect routine for me," said McGowan. I am really well of the way we responded and the way we played after the first half of the first game. Certainly theres all sorts of goals and theres big picture, small picture and I think what weve tried to do is really focus on the smallest picture - and thats our own team getting better, Saints coach Sean Payton said. New Orleans cleaned up things against the Pack and were plus-two in that game so its possible the worm has turned or at least the impact of Ingrams game against the dismal Green Bay run defense created more balance and enabled Brees to stop forcing the issue. If thats the case, the recipe could be there for a sequel because the Carolina D is a far cry from the unit that dominated in 2013 and is surrendering 378.5 YPG, slightly better than the often-maligned NOLA stop unit which is giving up about 12 yards more per contest. Hi Kerry, With a lot of playoff games this year already going deep into overtime, weve all heard talk about how no player wants to be the one who makes a mistake prompted by exhaustion that leads to the game-winning goal. But to what extent does all this extra play time affect the officials? How much do they feel the physical and mental fatigue caused by a game heading into its second or third overtime period, and is this related to the perception - real or imagined - that officials tend to "swallow their whistles" in OT? Best,Mark Hill Mark: Fatigue was much more of an issue to contend with in the one referee system when we chased the play from end to end and didnt get much of an opportunity for a rest. A refs best friend can be a moving puck. Whenever possible, I attempted to force players to "move it"! Aside from enhancing the entertaining value of the game another upside of sustained action was that players gave and received hits with less likelihood of retaliation and scrums developing. On occasion I wore a heart monitor and during three to five minute runs without a whistle the readings would be sustained between 165-175 bpm.  By comparison the highest my heart rate ever got in the two referee system was 98 bpm. There should be no reason (in the two-ref system) where physical fatigue might negatively impact the decision making process for an official regardless how many overtime periods are played. The mental aspect of a referees performance is a whole different kettle of fish! While players dont want to become the "goat" by making a bad play or mistake, the referees internal struggle is all about rendering a decision that might be perceived as a game ending bad call. (You notice I said perceived.) The best remedy in dealing with this pressure is for the official to maintain a rock solid focus of concentration by remaining in the moment and react to call penalties whenever they occur. Once a ref stops refereeing and puts his whistle away he becomes a spectator instead of an enforcer of the playing rules.  Each referee can feel intense pressure to make sure any call he makes is viewed as a "must call" in the late stages and overtime. The referees best work is done well in advance of the late stages of a game by maintaining the expected standard of enforcement and to keep the players in check throughout the entire game. The best deterrent against infractions being committed is "fear" a ref can instill in players that he will call the penalty whenever it is committed. When that is achieved players tend to play much more disciplined. The onus is placed more squarely on the players not to commit infractions once the referees enforce the rules more consistently and when expectations are met. I notice a difference in these playoffs as to which referees the players respond to and those they take full liberties with. Once the penalty standard slides and obvious infractions are let go it is extremely difficult for the referee to make a call in the late stages unless it involves a scoring opportunity, a puck over the glass or a major infraction. At times such as this the referee crew become spectators and fly on a wing and a prayer in hopes that the players will not do something really stupid that might force a call.  If the referee chooses to turn his whistle into a fossil the worst thing he can do is upset the apple cart with a penalty call that doesnt have a direct bearing on the play or is of less quality than what he previously has let go. We saw a prime example of this with fewer than two minutes remaining in Game 4 of the Habs-Lightning series. While it is difficult to deny that the trip by Cedric Paquette on Michael Bournival was a legitimate foul, given the countless infractions that were not penalized, the referee(s) were subjected to justifiable ridicule for calling a trip in the corner of the rink at that time of the game.   It is important to note there have been some real solid performances by the zebras in games thus far. The officials we notice most however are ones that stop refereeing the game and employ a standard of enforcement that resembles shifting sand. This isnt a result of fatigue; physical or mental. There is an answer to this dilemma. The referees have to be given clear direction by the Officiating Management to know and maintain the expected penalty throughout the entire game. In this regard the officials need to be better coached and held accountable when the expected standard is not met. They range from building bridges and dams and enlarging a pond without permits to tearing down a barn without notice of intent and discharging manure into a wetland.DNR officials want to meet with Thomas on Jan. 6 — after the regular season ends — to discuss the allegations. Some of the violations are punishable by fines of $10,000 for every day in violation, the letter says, but doesnt offer details on the number of days.DNR spokesman Bob Manwell declined to comment on the violations.Thomas plans to attend the January meeting if the Browns dont make the playoffs, he said after practice Friday. He said he bought the land about three years ago and hired a contractor to remove buildings on it.Thomas said he didnt realize the process they had to go through with the DNR and was surprised to receive the violation letter. He thought the agency had decided to settle things by issuing after-the-fact permits, he said.I guess Im a little surprised by how the process has gone because were working together in a lock-step as a partnership with the same goals, trying to get the same outcomes, and so I guess Im kind of surprised its blown up into a big deal, he said.The letter also accuses developer Patrick OConnor and Darrick Luck, who runs a company called Old Wood New Use, LLC, of the same violations. Old Wood New Use demolishes old buildings and recycles any material from them thats still usable.OConnor told The Associated Press in an email Friday that he helped Thomas purchase the land in 2012.
